The first thing every person should understand about emergency preparedness is that every emergency incident is local.  Local governments are the first line of defense against emergencies and disasters and are primarily responsible for managing the response to, and recovery from, those events.  County, state and federal agencies can provide assistance and support, but the primary responsibility for responding to and managing emergencies and disasters belongs to municipal governments
